2013 DTS Fire Safety Report

Smoke Detectors, Strobe Lights and Sprinkler Systems Throughout Both Facilities

Both campus resident facilities are equipped with smoke detectors and strobe lights throughout the facilities. All apartments are sprinkled and are equipped with stand-alone smoke/heat detectors. All public areas are sprinkled and are equipped with interconnected smoke/heat detectors which are tied into the Fire Control panel. Fire sprinklers are placed on each floor according to Fire Code, and there are water flow detectors on the sprinkler system. There is one manual pull station for each building just inside of the main entrance doors.

The alarm system will activate the strobe lights; activate the smoke and heat detectors in the hallways; recall the elevators to the ground floor; activate exhaust fans to remove smoke; turn off heating, ventilation and air conditioning on the fire floor; pressurize the stairwells; and unlock all exit doors and gates.

Fire Drills with Safety Education

One unannounced fire drill will be held in each facility at least once per semester. Every person in the building during the drill is required to vacate the facility. Fire safety literature is provided in the lobbies of both facilities.

Fire Evacuation Procedures

In the event of a fire that activates the internal fire control system in either facility, an announcement will be made automatically and a fire horn will sound on three floors: the one on which the fire is reported and the floor above and the floor below. These floors will be instructed to re-enter the structure on the lowest floor that is not in alarm. There they will take an account of all residents and report to the staff anyone who cannot be accounted for with certainty. This information will be provided to the Fire Department staff upon their arrival.

Should that floor then go into alarm the automated announcement accompanied by a fire horn will instruct all residents of the facility to evacuate the building. Residents will be instructed to vacate immediately and then form up by floors, and a second inventory of residents will be taken to determine if any resident cannot be accounted for. This list will also be provided to the Fire Department upon its arrival.

While the evacuation is taking place the automated announcement will remind everyone to vacate the facility calmly via the nearest exit and not use the elevator as an evacuation route. The elevators will automatically return to the first floor of the building and remain open. Residents with disabilities will be assisted down the stairs by pre-identified staff and/or residents. If needed, an evacuation chair is available for the team to use. If instructed to do so by Fire Department staff, residents may be moved to the elevator lobbies for the Fire personal to pick-up with the elevator.

In the event of inclement weather residents will be directed to proceed to Chafer Chapel where the inventory will be taken. Residents are to follow all directions given by any Fire Department personnel, the Campus Police or the resident staff of the building. If the fire takes place during normal work hours the Director of Housing will coordinate between the Fire Department and the resident staff. In his absence coordination will be handled by the Hall Manager.

Fire Safety Regulations

It is critical that all residents be made aware of all fire safety regulations including but not restricted to the prohibition of smoking, appliances with exposed heating elements, any form of open flame including candles or any form of luminary which requires an open flame, the burning of incense, kerosene lamps or any incendiary devices.

Reporting Fires

To report a fire, residents or employees should call the DTS Campus Police, Dallas Fire and Rescue or any resident staff member. All fires should be reported, even the minor ones.

Once each year or after any fire event in either of the facilities the Campus Housing and Campus Police will review the policies and procedures with a view to improving the process. A 60-day fire log is kept by the Campus Police.
