2011 DTS-Houston Crime Report

This report is furnished jointly with the Campus Police Department of Dallas Theological Seminary, located on the Dallas campus, and the College of Biblical Studies, located in Houston with whom Dallas Theological Seminary has a lease agreement that includes campus security for its Houston Extension.

This report is furnished annually in compliance with the "Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act" and is also included in the Clery Crime Reports published by DTS and the College of Biblical Studies.

This report is prepared to communicate campus security statistics and policies, and is also in compliance with the Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. Dallas Theological Seminary strives to create a campus environment in which people are free from physical harm and property is secure, in a manner that is consistent with federal, state and local laws, as well as DTS regulations.

Campus crime, arrest and referral statistics include those reported to the CBS Campus Security and the DTS Campus Police. This report also includes institutional policies concerning campus security, alcohol and drug use, crime prevention, the reporting of crimes, and other matters. DTS - Houston and CBS – Houston Security Policies and Procedures:

Procedures and facilities for students to report criminal actions or other emergencies: Requests for security assistance or reports of suspected criminal activities and emergencies for on-campus matters may be made as follows:

Policy for preparing this Annual Security Report for the disclosure of campus crime statistics: DTS and CBS compile and publish this Annual Security Report on or about October 1. Statistics are gathered from all “campus security authorities” as defined by the Clery Act for inclusion in this report.

Policy regarding persons and organizations to whom reports of crimes and emergencies should be made for the purpose of making timely warnings and for inclusion in the Annual Security Report: For the purpose of making timely warning to the community, reports of crimes and emergencies should be made directly to the CBS Security, under terms of the lease agreement.

When the crime or emergency concerns the safety and welfare of the DTS – Houston community and the CBS community, CBS issues a Security Alert through the email system and the posting of notices in the campus facilities. DTS issues a Security Alert through emails and messages on the Campus Alert System. DTS – Houston follows the Emergency Response and Evacuation policy of the DTS – Dallas campus.

DTS Emergency Response and Evacuation Plan

Dallas Theological Seminary places a high value on the individuals who visit, study, teach, and work on its campus and extension site locations. Therefore, the Administration has authorized the following policy for the protection of those individuals and the property of DTS and those it serves.

Emergency Notification Process:

The DTS Police Department is the primary first responder for all emergencies that occur on the Dallas campus. All employees and students are urged to contact them immediately in any emergency situation at (214) 841-3590. The DTS police are responsible for contacting and coordinating the emergency service providers. The primary responders for an emergency at any extension site are the local emergency providers. All employees and students are urged to contact them immediately in any emergency situation by dialing 911.
An emergency notification system will be provided for all students, faculty, and staff on the campus and extension site locations. This system will be used to contact any employee or student who registers for the service and this service will be tested a minimum of one time each calendar year.

Emergency Notification Process:

Any staff, student, or faculty member who observes an emergency or potentially dangerous situation, once out of harms way, should immediately contact the emergency responder identified above.
The emergency responder will determine if the threat warrants notification of others. (If the emergency occurs at an extension site, the highest ranking DTS administrator on site will make the determination along with local emergency responders if others should be notified.)
If the decision is made to notify others, then the emergency responders will determine the appropriate segment or segments of the campus community to receive the notification, determine the content of the notification, and initiate the notification of the targeted audience. If the emergency is at an extension site, the DTS administrator at that location will contact the DTS police department @ (214) 841-3590.
The emergency responders are responsible to contact the appropriate Administrators either before or after the notification is sent out based on their best judgment.

DTS Commitment to Notification of those affected:

Once a decision is made that the communication of an emergency is in the best interest of those who would receive that information, DTS will, without delay and taking into the account the safety of the community, determine the content of the notification and initiate the notification system, unless the issue of a notification will, in the professional judgment of those responsible, compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.

DTS Commitment to a Reliable Emergency Response and Evacuation Plan:

DTS will test its Emergency Response and Evacuation Plan at least every calendar year.
DTS will keep a record of each test, including the date and time and whether the test was announced prior to implementation or if it was unannounced.
DTS will publicize its Emergency Response and Evacuation Plan annually by publicizing it on the DTS website, highlighting it at New Student Orientation, and annual email communication to all employees.

Security Staff: The Security Officers are contracted staff through Professional Guard and Patrol. Inc. Their services include all facilities owned by CBS, specifically those leased by Dallas Theological Seminary. The officers are hired and trained by the company and provide security and parking enforcement services in coordination with the CBS Facilities Operations Department, including facilities leased by DTS.

Policy regarding confidential reporting of crimes to the College of Biblical Studies - Houston and Dallas Theological Seminary - Houston: CBS and DTS strive to protect the identity of those reporting crimes to the extent that the law allows. CBS and DTS do not usually accept anonymous reports unless the information can be substantiated by means other than the caller’s veracity.

Policies concerning the safety of and access to campus facilities: The DTS - Houston campus is leased from and operated by the College of Biblical Studies – Houston and it is unlawful for any person to trespass on the grounds or to damage or deface any of the buildings, statues, monuments, memorials, trees, shrubs, grasses, or flowers on the grounds of the campus. DTS and CBS reserve the right to refuse to allow persons having no legitimate business to enter on property under it’s control, and may eject any person from the property on his or her refusal to leave peaceably on request. All visitors to the campus are subject to the rules and regulations of the Seminary and the College. The DTS building is open to students, faculty, staff and visitors during prescribed hours in accordance with the rules and regulations of the Seminary and the policies of CBS.

Policy regarding security considerations used in the maintenance of campus facilities: Both security and maintenanceof the DTS – Houstoncampus are provided under the terms of a lease agreement. The Facilities Department of CBS is a support organization providing support for CBS – Houston and the DTS – Houston campus. The department maintains the buildings, grounds and utility systems, and provides custodial services for the DTS - Houston campus. Students are encouraged to report maintenance problems such as missing lights, plumbing problems or elevators that are not in service to the administrative staff of DTS – Houston who in turn advise CBS Facilities (713-545-4906). Departmental staff will forward the reports to the appropriate unit in the Facilities Department. If departmental offices are closed, please report any safety issues or emergency conditions to CBS Security at 713-545-8602 (non-emergency information) or 9-1-1 (emergencies only).

CBS surveys campus lighting nightly and monitors those areas having defects until the defect is corrected. When maintenance is needed that affects the immediate safety and security of the College and Seminary community CBS personnel remains on site until the problem is corrected if needed.

Enforcement authority of CBS Security Officers and their working relationship with state and local agencies: The Security Officers are the primary security authority for the College of Biblical Studies – Houston and for Dallas Theological Seminary - Houston. The Security Officers do not have arresting authority, however, they will work closely with the City of Houston Police Department to facilitate the arrest of any person where so warranted.

CBS Security is responsible for responding to and investigating crimes on the Dallas Theological Seminary – Houston campus as well as the College of Biblical Studies – Houston campus and will work primarily with City of Houston Police Department and where necessary with other federal, state, county, and local law enforcement agencies.

Policies which encourage accurate and prompt reporting of all crimes to CBS Security and other appropriate police agencies: The Dallas Theological Seminary – Houston administration strongly encourages individuals and organizations to promptly report crimes and emergencies occurring on the DTS – Houston campus to CBS Security. Campus security authorities, as defined by the Clery Act, are required to promptly report all crimes affecting the Seminary and College community to CBS Security.

The Dallas Theological Seminary – Houston also strongly encourages individuals and organizations to promptly report crimes that occur off-campus that effect the Seminary community to the appropriate police agency for that jurisdiction as well as the CBS Security for the purpose of warning the Seminary and College community and for inclusion in the Annual Security Report.

Crime Prevention Programs:

DTS and CBS may from time to time provide crime prevention programs and/or information to educate students, faculty and staff. DTS and CBS also encourage students, faculty and staff to take the necessary precautions such as

walking with others on campus at night
having the security office contact information readily available
contacting security for escort assistance

Crime prevention is important to the campus community and you can help by reporting any crime or suspected crime to CBS Security and/or the DTS – Houston administration. By doing so, you may be preventing someone else from becoming a victim of a more serious crime.

Alcohol and Drug Policy

Dallas Seminary is a drug-free and alcohol-free campus. The use, possession, consumption, sale, manufacture, or delivery of illicit drugs and narcotics, including marijuana and drug paraphernalia, is prohibited by law and seminary regulation. Violations may result in arrest and/or suspension from the seminary.

Counseling services for drug and substance abuse are available through the seminary's Counseling Center. In addition, the Counseling Center offers referral services to off- campus rehabilitation programs or to long-term individual therapy sessions if needed. Sexual Assault

In the event of a sexual assault victims are strongly encouraged to report the incident immediately to police at 911 and preserve any physical evidence as proof of the assault.

It is critical for the police agency to be informed as soon as possible after the incident so that appropriate steps, such as gathering crucial evidence and information, can be taken. It is also prudent for the protection of other students and for prevention of additional acts.

It is recommended that victims seek medical treatment as soon as is reasonably possible.

Campus authorities, including security, administrative staff, and student services are available to assist the victim. When contacting one of these offices, victims will be given information that explains how to bring formal charges against the offender. However, victims should be aware that reporting the incident does not mean that they must make an official police report. Victims of a sex crime are encouraged to take advantage of the services of the Counseling Center. Referrals to other community support services will be made when appropriate. Campus disciplinary procedures may also be taken against accused individuals, but the accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding, and both will be informed of the outcome of any such proceeding. Upon a final determination, accused individuals may be suspended or permanently dismissed from the seminary.
